6)项目简介:
(1)随着我国人民生活水平的提高及国内旅游业发展,人们对绿色产品的需求日益增多,引进外资、工艺、技术设备,以青藏高原高海拔无污染水资源为原料,生产矿泉水及深加工产品(如果汁、茶饮料、功能保健饮料),市场前景十分乐观,是一项具有经济效益、社会效益的项目。
(2)本项目可利用青海省西宁市自来水公司第四水厂现有水厂范围内的土地,及其现有的深井原水(该水源供水能力可达10万立方米/d,水质纯净、口感清甜)。第四水厂还可提供供暖设施、供电设施、部分管理及生活附属设施。
(3)建设纯矿泉水生产车间、购置或引进相应的工艺技术设备,进行矿泉水及深加工产品的生产。
原水(自来水)由管井提升后进入新设的200立方米钢筋混凝土蓄水池,由水泵提升后进入高效纤维过滤器,再经换热器升温至20摄氏度左右后,进入活性碳滤罐,再进入全自动软水器,经精密过滤器,经水泵提升进入一级反渗透(RO)机组,经中间缓冲水箱经高压泵提升进入二级反渗透(RO)机组,再进入氧化塔进行臭氧消毒,矿泉水最后进入无菌水箱,再进入罐装生产线,成品堆放至仓库,外运销售。
(4)厂址选择
青海省西宁市自来水公司四水厂供水水质好、水量有保证,加之水厂位于大通县塔尔乡大通盆地北川河谷中游地带,北临大阪山,南靠老爷山,距西宁41km。水厂海拔标高约2450m,为高海拔地区,日照时间长。
水源地为水源保护区,周围没有工业企业,地下水纯净无污染,环境条件好。
铁路、西宁至张掖省级公路、西宁至大通高速公路均在附近通过,交通十分便利。
四水厂与六水厂的管理水厂合并于此,水厂占地2.158公顷,有足够的空间建设年产20万立方米矿泉水生产车间的位置。
该水厂建于深井水源地边缘,原水输送距离短,可大大节约成本。
其次水厂内建有10KV变电所,有专用10KV电力线接入,供电线路不需要进行改造,足够矿泉水项目使用。
水厂内现有供热锅炉房一处,装有0.7MW燃煤锅炉一台,可以满足矿泉水生产过程中的加热的需要以及整个水厂附属物、矿泉水车间的采暖需要。
水厂内配套设施齐全,有食堂、办公、活动中心、车库、堆煤场等,均可提供给矿泉水项目使用。
除布置净水车间需要少量拆除工作外,水厂的水源条件好、交通、电力、热力、配套设施十分齐全,水厂内面积及空间足够建厂,因此初步考虑矿泉水生产车间设于四水厂院内。

5.Scale of Project:
For the scale of Sanjiangyuan Mineral Water product, it is 2×10 ten thousand m3/year, of which: For the scale of mineral water in bulk (specification:18.925L), it is 2×37.85 m3/d and 2×2000bulks/d. For the fill and supply capacity of the mineral water in bottles (specification:600ml) it is 2×265.15 m3/d, equals to approximately 2×44 ten thousand bottles/d.
In the future, the products such as the fruit juice beverage, etc. may be developed as per the market conditions.
6.Brief Introduction:
(1) With the increase of the people’s living standard and development of tourism at home, the demand for the green products is increasing. And , for the mineral water and the deep-processing products (such as fruit juice, tea beverage, beverage for protecting health) through introducing foreign capital, process equipment, technical equipment, and adopting the non-pollution water source at the high altitude of Qinghai-Tibet Plateau as raw materials, it has the promising market prospect, so the project has the economical and social benefits.
(2)For the project, the land and the existing deep well as the water source (For the water source, the water supply capacity is up to 10 ten thousand m3/d, the water quality is pure ,and it tastes sweet) in No.4 Water Plant of Xining City Water Supply Company may be utilized. Besides, the heating supply facilities, power supply facilities, some auxiliary administrative and living facilities may be supplied by No.4 Water Plant.
(3)Constructing the mineral water production shop, procuring or introducing the relevant process and technical equipment, producing the mineral water and deep-processing products.
The raw water (main water) flows through the newly-built reinforced concrete water storage tank of 200 m3 through being lifted by the tube well, the high-efficiency fiber filter through being lifted by the pump, the activated carbon filter container after the temperature being up to about 20℃ through the heat exchanger, the full automatic water softener, the secondary filter, the primary RO machine group through being lifting by the pump, the intermediate buffer water tank, the secondary RO machine group through being lifted by the high pressure pump, the oxidation tower for disinfection by ozone, the aseptic water container, finally enters the product line for filling, The final product will be piled in the warehouse for being transported out and sale.
(4)Plant site selection
For No.4 Water Plant of Xining City Water Supply Company, the quality of water supplying is good, the water quantity is abundant, besides, it is located at the middle course zone of Beichuan River Valley of Datong Basin in Ta’er Village, Datong County, there are Daban Mountain and Laoye Mountain at the north and at the south, and the distance between the plant and Xining City is 41km. As the high altitude area, the elevation of the plant is about 2450m, so the sunshine time is long.
The water source site is sited at the water source protection area, there are no industrial enterprises surrounding it, the groundwater is pure and is not polluted, the environment condition is good.
The traffic condition is very convenient: There are railways, the provincial road between Xining and Zhangye, the Xining-Datong Freeway passing near.
The combined management water plant of No.4 Water Plant and No.6 Water Plant is constructed here. The management water plant contains 2.158ha. , so it has the enough space for constructing the mineral water production shop with the capacity of 20 ten thousand m3/y.
The plant is constructed at the edge of the deep well as the water source, the transmission distance of the raw water is short. As a result, the cost is saved greatly.
There is 10KV substation in the plant and 10KV special power line switching in, the power supply line need not reconstructing, which are suitable for the mineral water project.
There is 1 boiler house equipped with 1 coal fired boiler of 0.7MW for heat supply, which may satisfy the heating demand during producing the mineral water and the heating demand for the auxiliary buildings and the mineral water production shop in the water plant.
There is 1 complete set of associated facilities: the dining-room, the office, the activity center, the garage, the warehouse, the site for piling coal, etc. which are suitable for the mineral water project.
In sum, besides the limited quantity of dismantling work , for No.4 Water Plant, the water souce is ideal, there is 1 complete set of raffic facilities, electric power facilities, heating power facilities and the associated facilities, and there is enough space for constructing the plant, so constructing the mineral water shop inside No.4 Water Plant area is taken into initial account.

(b)Joint investment, cooperative operation: The funds are supplied by the foreign investor, the employer supplies No.4 Water Plant with the previous investment of RMB 8900 ten thousand yuan as the investment for the project: inclusive of the mineral water source, the land use right, the basic facilities (the auxiliary electricity, heating, living and management facilities).
So, for the production of Sanjiangyuan Mineral Water and deep-processing products (such as fruit juice, tea beverage, beverage for protecting health), the land, heating facilities, power supply facilities, the auxiliary facilities for management and living of No.4 Water Plant are utilized as the basic condition for attracting the investment, the natural mineral water shop is constructed, the foreign capital, process equipment and technical equipment are introduced, the non-pollution water source at the high altitude of Qinghai-Tibet Plateau as raw materials is adopted. These products have the promising market prospect, and the project has the economical and social benefits.
